Job Description:

The AVP, HR Advice leads enterprise HR advice delivery, modernizing operating models, tools, and capabilities to provide timely, high-quality, and risk-aware guidance across the organization. The role leads a team that plays a critical part in advancing people manager effectiveness, judgment, and accountability across TD. while balancing operational excellence with future-focused transformation.

Key Accountabilities
  • The HR Advice role is accountable for transforming how HR advice is designed, delivered, and experienced across the enterprise. This role ensures HR advice is consistent, scalable, and risk-aware, while evolving delivery models, digital enablement, and advisor capability to meet the needs of a complex, regulated organization.
  • The role balances operational excellence today with modernization for tomorrow, enabling leaders and employees to access timely, high-quality HR advice while freeing HR capacity for higher-value work.
  • The role leads a function that is evolving to drive greater enterprise impact in people manager effectiveness, advancing managerial judgment, coaching maturity, and accountability in the stewardship of employee matters.

HR Advice Delivery & Experience
  • Lead end-to-end HR advice delivery across channels (e.g., advisor-led, self-service, escalated support)
  • Ensure advice is timely, accurate, and aligned to policy, employment law, and enterprise risk standards
  • Establish clear service expectations, escalation pathways, and accountability for complex cases
  • Continuously improve leader and employee experience at key moments that matter
  • Shape and advance a cohesive enterprise approach to drive outcomes that elevate people manager coaching capabilities, decision confidence, and accountability in managing colleague matters.

Team Leadership & Capability Building
  • Lead, coach, and develop a high-performing HR advice team
  • Build future-ready capabilities including advisory judgment, digital fluency, and continuous improvement
  • Foster a culture of accountability, learning, and client-centricity

HR Advice Modernization & Operating Model
  • Design and implement the future-state HR advice operating model, including tiering, case complexity, and role clarity
  • Simplify and standardize advice processes and decision frameworks
  • Reduce variability in advice outcomes while preserving professional judgment where required
  • Digital Enablement & Knowledge Management
  • Partner with HR Technology, Operations, and CoEs to modernize HR advice tools and platforms
  • Oversee HR knowledge management to ensure content is current, intuitive, and usable
  • Enable self-serve and "right-first-time" resolution through decision support tools and guided workflows
  • Leverage data and insights to identify trends, risks, and opportunities for improvement

Risk, Governance & Quality
  • Establish and maintain governance frameworks for HR advice delivery
  • Ensure compliance with employment legislation, policy, and regulatory requirements across jurisdictions
  • Proactively identify people-related risks and systemic issues through advice data and case trends

Stakeholder Partnership & Change Leadership
  • Lead change management to drive adoption of new advice models, tools, and ways of working
  • Influence senior stakeholders with clear insights, trade-offs, and recommendations
  • Act as a trusted partner to HR Business Partners, Centres of Excellence, and business leaders
  • Partner closely with Employee Relations, Legal, and Risk to manage high-impact matters
  • Partner closely with HR Advice & ER leadership supporting TD Bank AMCB and TD Securities for North America and Europe, Asia, Pacific

Skills, Education & Experience
  • Undergraduate degree required; advanced degree or designation in HR or employment law is an asset.
  • 10+ years of progressive experience in HR, employment law, risk, governance, or related fields.
  • Proven ability to lead modernization and transformation initiatives in complex organizations (e.g., HR service delivery, operating model change, large-scale HR initiatives)
  • Superior business acumen with strong analytical and synthesis capabilities; able to convey complex issues simply and clearly.
  • Strong understanding of employment legislation and HR risk in a large, regulated environment (Federally-regulated or FI organizational experience preferred)
  • Demonstrated ability to influence senior leaders, manage escalations, and balance nuanced stakeholder needs.
  • Strong process knowledge with experience designing and operationalizing end-to-end operating models or service delivery frameworks.
  • Exceptional communication, negotiation, and interpersonal skills.
  • People leader who builds trust, capability, and inclusive teams
  • Comfort representing HR at senior operating tables and making timely, high-judgment recommendations.
