Job Description

MDA is seeking a Project Manager to manage and lead the Victoria Class Training project, based on-site at CFNOS in Halifax. The Project Manager will be the main point of contact liaising with DND and PSPC stakeholders, as well as responsible to MDA Management and for an off-site team.

The candidate will require excellent communication skills, proven experience in Project Management and have the ability to build strong and effective customer relationships, negotiate internal checkpoints at MDA and motivate resources to successfully deliver project requirements. This will include developing project plans, budgets and schedules, resource management, subcontract and contract management, as well as building a strong, well-motivated project team.

This Project Manager will also provide bid and proposal management support, including customer liaison, solution and costing preparation and review, to help win new business.

Responsibilities

The VCT Project Manager&rsquo s duties shall include but not limited to:
  • Identify, propose costs and manage Tasks and Sub-Tasks as requested by DND in accordance with the contracts agreed terms and conditions
  • Determine the need and provide personnel, resources and infrastructure needed at the VCT site and the Contractor&rsquo s facility to ensure the successful operation of the trainers and building S-100
  • Plan, manage and track first, second and third line maintenance activities for the VCT and S-100 building
  • Plan, manage and track Contractor work for DND authorized upgrades, updates and modifications to the VCT
  • Where DND authorized work requires the involvement of third parties, liaise with such third parties to the extent directed by DND
  • Coordinate and submit required reports: progress claims, meeting minutes, agendas, monthly site activity and annual reports, along with all supporting documentation
  • Manage the VCT and building S-100 spares and consumables inventory
  • Ensure that the personnel and sub-contractors have appropriate qualifications and security clearances to perform the work, and comply with all regulations of the establishment(s) to which they are assigned
  • Establish, manage, monitor and track any sub-contracts required to perform work in the most cost effective manner and be responsive to DND requirements
  • Liaise with Original Equipment Manufacturers (OEMs) for OEM support, and to resolve issues covered under system warranty, where applicable
  • Prepare and promulgate health and safety instructions as per established directives for persons working in, being trained in and/or visiting the VCT trainer space and Building S-100 and
  • Coordinate and document audits/inspections to determine compliance with the health and safety instructions.

Mandatory Criteria
  • Post-Secondary Education

Minimum of one (1) year of experience in the following required:
  • Management of an in-service support contract or system delivery project for complex Naval systems or simulators
  • Project Management and/or services delivery management
  • Proven experience in using Microsoft Word and Excel

Proven knowledge and understanding of the following
  • Management of building facilities
  • Configuration Management practices
  • Training environments and practices as applicable to the Canadian Forces
  • Courses/training/trade:
    • Basic Submarine Qualification (BSQ)
    • Submarine Office Qualification Course (SOQC)
    • Control Room Watchkeeper (Dived) (CRWK)D))

Knowledge of the following Victoria Class Submarine systems
  • One-man Console and associated systems
  • Machinery Control Room (MCR) and associated systems
  • Weapon Handling and Discharge System (WHDS)
  • Tactical Weapon System (TWS)

In addition to the above specific project related requirements, the Project Manager requires the following experience
  • Solid background drafting, justifying and managing large complex budgets
  • Knowledge of project management methodologies and tools
  • Experience managing complex risk issues relating to scope, technology, cost and schedule is especially helpful
  • Exceptional leadership skills, problem solving abilities, and strong capabilities in planning, organizing and progress control
  • Proven negotiation skills, able to delegate, prioritize and work with all levels of an organization
  • Proven experience in writing Technical Reports, Management Plans, Progress/Status Reports.
  • Holding a valid PMP Certification would be considered an asset

Comments/Special Considerations:

For this contract the candidates must be a Canadian Citizen and hold or be able to obtain a Level II Security Clearance.
